Studebaker us6 brake pedal goes to floor

Hi
I seem to have air getting into my brake system and I can't figure out where.
When vacuum bleeding 3 of the 4 rear wheels I seem to get a constant stream of bubbles.Manual bleeding with the brake pedal doesn't elicit brake fluid from the wheel cylinder bleeding points
There is no loss of brake fluid from the master cylinder - I don't need to top it up.
when I press brake it goes to floor and there doesn't seem to be to be any movement of brake fluid in the master cylinder reservoir when i press the brake with the master cylinder "cap" off.
Any suggestions welcomed
