Is it wise to remove the governor?
If not can it be adjusted?

If you remove the throttle plate in the govenor, do it with the govenor off of the manifold in case you drop the screws.... :(

The engine will "talk" to you if you listen and you will learn what the max rpms are in each gear. At first you will need to watch the spedo to learn the sound of the max rpms.
