Guys, should a wheel need this much weight to balance?

The typing on the bottom says:

"Try to top this one .........Projectile from Jap field piece"

Looks like the driver of this one was lucky. He probably changed his shorts before he changed that tire. Would they have to pull the wheel and then detonate that sucker or would even changing the tire be too dangerous?
