The GMC CCKW

Just going to refit the engine oil cleaner, attached to oil pump and supported by 2 screws to upper sump, noticed there is a cylinder piece inside which is loose, filter on sump bung fits into this, question is should this be loose or fixed?, bearing in mind its within a sealed unit.

Been a long while since it was removed, just not sure if correct.
