Can somebody give me some guidlines on evaluating tire quality?
We can't do the penny test on these tires.
Can NDT's be retreaded?
How many and what size cracks make a tire unsafe?
Is holding air any indication of tire quality?

Ability to hold air....Good ...but you really are only testing the "tube " and not the tire
Even only ONE age/stress crack at max air pressure....BAD...dangerous...and TEX DOT

The gov't reccapped tires.....but ...why would you want to?
The tire companies ( retreaders ) will reject older casings any way.They are unsafe as steer tires also.
BE safe...Be smart...Buy NEW
Wallace Wade is near you anyway...or ...try Joel Gopan ...I think I saw some "Norwegian " tires during my last visit.
