Ben Hur markings

I hope this photo thing works.

I have what appears to be a RQ in a broken circle marking on three sides of the trailer.

I also have a marking that I can not completely read

It has something to do with overseas something something something with a 3/45 date. There is an identical marking with a 12-44 date as well on the side of the trailer.

Any Ideas what these markings mean?
